Description	Greet Powhattan's guest at the air travel agency. Wear a shell shield so he'll know who you are.

Talk to Powhatan; he's foolishly told someone coming into the port that he'll meet him wearing a shell shield when he doesn't have one.
Obtain a Shell Shield and equip it.
Talk with the clerk Bartolomeo in the Arrivals section of the Air Travel Agency with the Shell Shield equipped. This triggers a cutscene where an NPC named Evrain appears. You exchange greetings and then he finds his own way to the tavern where Powhatan is waiting.
Talk to Powhatan again to complete the quest.
- You keep the Shell Shield.
